Mission internationale en Haïti: «Les gangs attendent de voir à quoi elle va ressembler»

Le Premier ministre haïtien Ariel Henry est arrivé au Kenya et espère pouvoir profiter de sa visite pour signer avec le chef de l’État William Ruto un « accord de réciprocité » permettant le déploiement de la Mission multinationale d’appui à la sécurité en Haïti. Nairobi a accepté d’en prendre la tête pour aider la police haïtienne à lutter contre les gangs. Le projet a été suspendu par une décision de justice mais un accord bilatéral pourrait débloquer la situation.

Diego Da Rin est expert au sein de l’International Crisis Group. Selon lui, une signature d’accord serait une étape importante mais pas le dernier obstacle au déploiement des troupes internationales en Haïti…

Diego Da Rin : Il s’agit du principal écueil pour que le Kenya puisse envoyer ces mille policiers et diriger cette mission. Il en existe un autre qui concerne les fonds et les équipements des différents pays voulant contribuer à la mission. Le Kenya a dit que, tant que tous les fonds nécessaires pour envoyer la mission n’étaient pas disponibles, il n’allait pas envoyer les policiers en Haïti.

Les États-Unis ont dit qu’ils attribueraient à l’opération 200 millions de dollars, mais le Congrès des États-Unis doit encore approuver cette contribution. Il y a eu aussi une réunion au Brésil en marge du G20 il y a quelques jours, au cours de laquelle il semblerait que plus de 120 millions aient été collectés. Ces contributions s’élèveraient donc plus ou moins à la moitié des 600 millions requis. Donc, ce n’est pas encore gagné.

Et puis, il y a aussi la question du personnel. Vous nous l’avez dit, le Kenya a prévu d’envoyer un millier d’hommes en Haïti. La Jamaïque, les Bahamas, d’autres pays d’Amérique du Sud doivent aussi participer. Cela représente quelques centaines de personnes. Toujours selon le rapport rendu par le gouvernement du Kenya à son Parlement pour présenter le projet de déploiement, Haïti avait initialement demandé une force de 1 500 policiers. Donc, avec les 1 000 policiers kényans, les 2 000 du Bénin… qui est un pays ayant le français comme langue officielle, donc c’est important : au moins, cette fois-ci, il y a cette conscience qu’il faut qu’une bonne partie du personnel parle au moins le français. Une partie des policiers kényans devant être mobilisés ont d’ailleurs commencé depuis le mois d’octobre à avoir des cours de français. Donc, avec les contributions de certains pays des Caraïbes, on pourrait en arriver à une force de plus ou moins 4 000 effectifs. Si tous sont spécialement entraînés au combat urbain et sont bien équipés, alors la force pourrait arriver à faire changer le rapport de force entre les forces de sécurité haïtiennes et les gangs, dans le court terme.

Ce pacte de non-agression a duré très peu longtemps, mais nous avons eu des informations indiquant que des communications sont encore en cours entre des gangs rivaux. Donc, la possibilité existe de voir une sorte de front uni entre des gangs. Mais si la force multinationale représentait vraiment une menace, qu’ils estimaient ne pas pouvoir affronter avec succès, il y a déjà des leaders assez influents qui se sont dit prêts à négocier en vue d’une possible démobilisation.
