Niger : l’ex-président Mahamadou Issoufou compte porter plainte contre l’ambassadeur de France

Devant la commission de la défense de l’Assemblée nationale, Sylvain Itté avait dénoncé « l’implication directe » de l’ancien chef de l’Etat dans le putsch perpétré le 26 juillet contre son successeur, Mohamed Bazoum.

Un « tissu de calomnie ». Mercredi 21 février, l’ancien président Mahamadou Issoufou a annoncé par l’entremise d’un communiqué publié par son avocat, Issoufou Illo, sa décision de porter plainte contre Sylvain Itté, l’ambassadeur de France chassé du Niger fin septembre 2023 par la junte arrivée au pouvoir deux mois plus tôt. Il lui reproche des propos tenus lors d’une audition devant la commission de la défense de l’Assemblée nationale française, le 29 novembre, et rendus publics mi-février.

Devant les députés, le diplomate français avait dénoncé « l’implication directe de l’ancien président Issoufou » dans le putsch perpétré le 26 juillet contre son successeur, le président Mohamed Bazoum, toujours détenu avec son épouse au sein du palais présidentiel à Niamey. « On peut avancer sans grand risque de se tromper que [Mahamadou Issoufou] a fomenté ou pour le moins accompagné le coup », avait déclaré l’ambassadeur.

Ces derniers mois, la diplomatie française et l’entourage de M. Bazoum se sont en effet convaincus que l’ex-dirigeant a joué un rôle dans le putsch du général Abdourahamane Tiani, qu’il avait lui-même placé à la tête de la garde présidentielle en 2011. Des doutes alimentés par l’attitude de M. Issoufou vis-à-vis d’un pronunciamiento qu’il n’a pas formellement condamné, ainsi que par son traitement de faveur par les putschistes, qui l’ont laissé libre de ses mouvements, contrairement aux autres cadres de l’ancien régime.

Selon plusieurs sources officielles françaises et des proches du président déchu, un conflit autour de la gestion des ressources pétrolières aurait opposé les clans Bazoum et Issoufou, ce qui aurait poussé l’ancien dirigeant à vouloir mettre un terme au pouvoir de son successeur avec l’aide de son fidèle allié, le général Tiani. Selon cette thèse, reprise par M. Itté lors de son audition parlementaire, la volonté de M. Bazoum d’assainir la gestion du secteur de l’or noir aurait entraîné un différend avec M. Issoufou alors que le fils de ce dernier, Sani Issoufou Mahamadou dit « Abba », était ministre du pétrole.

Sanctions économiques

Pour l’heure, aucune preuve permettant de confirmer cette version n’a été apportée. « Aucun différend n’existe entre le président Bazoum et le ministre du pétrole », a assuré Me Illo dans son démenti mercredi, avant de marteler que M. Issoufou n’était « associé ni de près ni de loin au coup d’Etat du 26 juillet ». « Ces allégations s’inscrivent dans le cadre d’un agenda destiné à déconstruire tous les efforts que l’ancien président […] a déployés au plan national et international », regrette l’avocat. Joint par Le Monde, Me Illo précise que la plainte envisagée par son client contre M. Itté est « en cours », sans toutefois en détailler le motif ni la juridiction devant laquelle il compte la déposer.
